EU Releases Final PPWR Implementation Guidance: Full Compliance Deadline Looms on 12 August 2026
BRUSSELS, March 30, 2026 – The European Commission has officially published the long-awaited Guidance Document for the Packaging and Packaging Waste Regulation (PPWR, EU 2025/40), clarifying critical rules just four months before the regulation’s full implementation on 12 August 2026.
This landmark law replaces the 1994 Packaging Directive with binding, EU-wide standards. Key mandates taking effect in August include:
- Total ban on PFAS in all food-contact packaging (no stock transition period)
- Strict heavy metal limits (Pb+Cd+Hg+Cr⁶⁺ ≤ 100mg/kg)
- Mandatory recyclable design for all placed-on-market packaging
- Compulsory EPR registration and Declaration of Conformity (DoC)
The guidance clarifies exemptions (e.g., <5% plastic parts, sensitive contact packaging) and defines packaging scope. Non-compliance risks fines up to 4% of global revenue and EU market access denial.
Global exporters, particularly from Asia, must act immediately to audit materials, update designs, and secure EPR registrations to avoid shipment disruptions.
